Abstract

This study assesses the effectiveness of local government decentralization in enhancing public service delivery in the Philippines, focusing on key sectors such as health, education, and infrastructure. Decentralization, implemented through the Local Government Code of 1991, aimed to empower local government units (LGUs) with greater autonomy, thereby improving the responsiveness and accessibility of public services. The research adopts a mixed-methods approach, combining quantitative data analysis and qualitative interviews with local government officials, service providers, and citizens. The results indicate significant improvements in service delivery, particularly in rural areas, though disparities remain between urban and rural LGUs. Financial autonomy, political interference, and administrative capacity emerged as key factors influencing the success of decentralization. The study provides recommendations for strengthening local governance, enhancing financial mechanisms, and reducing political influence to ensure more equitable and effective public service delivery across the country.
