Abstract

This study aims to analyze the implementation of the Supplementary Feeding Program (PMT) in preventing stunting in Pombakka Village, North Luwu Regency. The research employed a qualitative descriptive approach using the Van Meter and Van Horn policy implementation framework. Data were collected through observation, interviews, and documentation involving village officials, health workers, Posyandu cadres, and target families. The findings show that the PMT program has been implemented according to policy objectives and has improved nutritional support for vulnerable groups. However, implementation remains constrained by limited financial resources, inadequate facilities, weak interorganizational communication, and socio-economic challenges among beneficiaries. Community dietary habits and parenting patterns also influenced program outcomes. Despite these challenges, strong commitment from local implementers supported program continuity. The study implies that successful stunting prevention requires integrated governance, sufficient resources, improved nutrition literacy, and stronger community engagement to ensure sustainable public health outcomes.
